Out of all of them there's probably two or three effects that I want
to release. My favourite effect, which will be called fugBadMpeg,
does that lovely motion smearing of broken MPG files!

More usefully I'm aiming to be able to discern different areas of the
image by grouping together similar motion vectors, and then masking
those areas. I've already got a basic version which soft-masks
anything that is moving.

I'm basically doing motion estimation using blocks, as per MPG, which
on the whole gives reasonable results but there's still some filtering
work I need to do before I'm going to be happy to release them. Also
the process can be somewhat CPU intensive, so it's finding a balance
between accuracy and speed (as always, sigh!).
